Platform

What is Civasure?
Civasure is a disaster readiness action platform for emergency managers. It combines anonymous population survey data with federal risk datasets (FEMA NRI, CDC SVI, Census ACS) and AI-powered insights to help counties identify preparedness gaps and execute targeted readiness campaigns.
Who is Civasure for?
Civasure serves any organization responsible for community readiness — from HOAs and employers tracking their own residents' preparedness, to hospital groups and regional EMS providers covering a service area, to county and state emergency management agencies. Each tier is designed for how that organization thinks about their community.
What data sources does Civasure use?
Civasure currently integrates the FEMA National Risk Index (natural hazard risk), the CDC Social Vulnerability Index (community resilience factors), and the Census American Community Survey (demographics), with more sources being added. These are combined with anonymous community survey responses collected through the Civasure mobile app.

Privacy & Security

Is the mobile app anonymous?
Yes. The Civasure mobile app requires no account and collects no personally identifiable information. Survey responses are completely anonymous and cannot be traced back to any individual.
How is privacy protected?
Privacy is a core product value, not a feature. Survey data is only presented in aggregate. Individual responses are never visible. Push notification tokens are stored separately from survey submissions with no join path. Government customers cannot identify individual respondents.
What compliance certifications do you have?
We are working toward SOC 2 certification. Our architecture is built with security best practices including encryption at rest and in transit, least-privilege access controls, and anonymous-by-design data handling. Contact us to discuss specific compliance requirements for your organization.

Data

How does data scoping work?
It depends on your plan. Community organizations (HOAs, employers) see only survey responses attributed to them through their community code or QR distribution — this is attribution-based scoping. Regional and government organizations see all survey data within their geographic boundary, defined by county or custom polygon. Multiple organizations can have overlapping areas. The underlying data is shared, but each org sees only what's relevant to them.
How granular is the data?
Civasure operates at ZIP-code-level precision. Survey responses, risk scores, and vulnerability indices are all mapped to ZIP codes, giving emergency managers a neighborhood-level view of preparedness across their jurisdiction.

Civasure starts free with our Explorer tier for aggregate readiness data. Community organizations (HOAs, employers) start at $39/mo based on household count. Regional and government organizations get custom pricing based on their service area. See our pricing page for details.
